UNIDO, the Climate Club’s Global Matchmaking Platform, the Net Zero Partnership and UNDP have released a joint explainer on how countries are integrating industry into their 2025 Nationally Determined Contributions (NDCs). The document reviews current trends and practical guidance to accelerate industrial decarbonisation across emerging markets and developing economies.

The report analyses 67 NDCs submitted as of October 2025, finding that 94% mention industry as a mitigation area in the NDC. While 63% mention hard-to-abate industries such as steel, cement, and petro-chemicals, 31% include quantitative measures for these industries. Country snapshots showcase progress and next steps in Kenya, Morocco, Brazil, Costa Rica, Indonesia, and Uzbekistan.
